Export restrictions that applies to SNIC and users

The export of certain goods and technology can be a threat to regional or international security and might contribute to the proliferation of arms and Weapons of Mass Destruction (WMD). Therefore, with the aim to contribute to international peace and stability the EU has set up a regime to control the export, transfer, brokering and transit of so-called "dual-use items".

Export restrictions

SNIC provides large-scale high-performance computing resources, storage capacity, and advanced user support, for Swedish research. Most SNIC computing clusters are subject to export restrictions.

Using computer resources from a country outside of the European Union (including EEA and the Swiss Confederation) via a network is considered an export, and an export permit might be required.

Please note that restrictions on SNIC resources and their programmes, might also depend on the associations of the user. This includes, but is not limited to, permanent seat of residence, citizenship, financial interests, or similar.

Dual-use

The EC Dual-use Regulation referred to in this text is (EC) Regulation No 428/2009 - the Community regime for control of exports, transfer, brokering, and transit of dual-use items.

Qualifying questions

If you are a PI, project member or researcher, please answer all the following questions in order to understand if you are affected by these restrictions:

  • Could the outcome of your research be classified as a dual-use item? [Yes|No|Not sure]

  • Will you use the super-computer from outside EU? [Yes|No|Not sure]

  • Will you be using software with export restrictions? [Yes|No|Not sure]

  • Have you ever resided in Iran? [Yes|No]

If you have answered Yes or Not sure to any of the questions above, please contact the person in charge of export control in your organisation for consultation prior to starting using SNIC resources. For convenience, the contacts for the SNIC Consortium members are provided in the following table, reflecting the situation as of 2021-04-13.
